College Age Car Rentals - Under 25
It sounds tough to rent a car if you are under 25, so Auto Rental Guide contacted the each car rental company to find their basic policies.  Most auto rental agencies will rent if you are older than 21, however, they will charge a fee.  Remember to check each companies policies on their site before booking, as charges and policies are different depending upon the city.

 At most Enterprise locations you need to be 21 years of age or older to rent. New York state allows drivers 18 years of age or older to rent vehicles.  
Some locations also apply an additional fee to renters under 25.  These fees are quoted with the total price on the "Check your Rate" page of the Enterprise web site.  Just click the box called "I am under 25 years of age", and our web site will recalculate your total price with the applicable fee.

$15 Fee under 25

 If you are 21, you can rent a car with Fox. For California rentals if you are under 25 there is a $15 per day surcharge on economy cars to standard, and a $20 per day surcharge for full-size cars, mini-vans, SUVs and convertibles. For Arizona rentals if you are under 25 there is a $15 per day surcharge on all cars.

Fee under 24

 At most DOLLAR locations in the United States is 21 years of age; however, drivers 21 to 24 years of age must pay an additional charge, which varies by DOLLAR location. Please refer to the Local Policies for specific information on driver ages at the DOLLAR location where you intend to rent a DOLLAR vehicle and the applicable charge for drivers 21 to 24 years of age.

 Thrifty renters must be at least 21 years of age, though there are a few areas in which those under  21 have the opportunity to rent. Renters under the age of 25 will be subject to a daily surcharge. Thrifty Car Rental will rent to government renters under the age of 21 who are on official business.  Outside the U.S., Thrifty Car Rental operators impose a maximum rental age that varies country. Thrifty Car Rental recommends that renters check with their travel agent or car rental company prior  to traveling.
